Collection Development Policy

As stewards of the Baylor Libraries collections, the librarians strive to make accessible open access resources that support research and teaching of the University.

Open Access (OA) materials are free-to-read online resources that are readily available to any user. 

Baylor Libraries aim to be transparent in the process of obtaining OA materials.

Our guiding principles in making these decisions are:

• Reliability
• Currency
• Balanced/peer-reviewed
• Permanence

Transformative Agreement is an agreement between institutions and publishers on open access publishing. Baylor libraries supports transformative agreement when they are cost neutral and negotiated with established vendors.
