• Affordability of the resource
• Format - electronic format is prioritized over print
• Usage of the resource 
• Whether the resource is available via ILL (Inter-Library Loan)
• Relevance of research needs
• Accessibility on and off campus
• The resources' alignment with Baylor's strategic plan
